Synopsis: The higher education department of Victoria warned that the state will lose A$8 billion if international students cannot return to Australia within this semester. Therefore, Victoria government is planning to submit a proposal to the national cabinet on February 5, which aims to raise the upper limit of daily entries and set independent quarantine quota for international students. Last week, the national cabinet announced to reduce the number of returned Australians, in order to prevent UK variants. Universities expressed their concerns towards this measure as it seems to be less likely for international students to get entry permissions before the middle of this year. Last Thursday, the governor of Victoria, Daniel Andrews stated that any plans on introducing international students or seasonal workers must be in compliance with Victoria’s quarantine standards.

Many Australian universities stated that they will bring students back to campus, open university facilities, and try to resume face-to-face courses in the first semester. According to Deborah Terry, the principal of the University of Queensland, 90% of their undergraduate courses will involve on-campus content in the first semester, which is slightly increased compared to the second semester in 2020.
